This is an odd quirk of Windows 7 that we've seen with other software too, not just 12Pay. We don't understand why it happens; some applications do the same thing to us on our PCs, but 12Pay doesn't!
Anyway, the solution is to right-click on the installer package when you've downloaded it, and select, "Run As Administrator". Bizarrely you seem to need to do this sometimes even when you are already logged in as the administrator, and even when you've tried to turn all the security settings off.
Apart from this quirk we really like Windows 7.
